Struggling to Print Small Areas

I'm really struggling to print this "grid" which has an area of around 2.6mmx4.2mm for each column. Variables I've ruled out are:

- Build plate height
- Warping (the plate is warped, but the same pattern emerges no matter where it is on the plate)
- Filament type (two different brands of filament, ABS)

Of course, there's a bunch of different parameters I've tried ruling out.
- Overall Speed doesn't appear to affect the quality
- Outline Speed doesn't appear to affect it
- Gap Infill doesn't appear to have any effect
- Extra Restart Distance doesn't appear to have any effect
- Retraction Speed doesn't appear to have any effect
- Retraction Distance doesn't appear to have any effect
- Extrusion width doesn't appear to have any effect
- Adjustment of print speed reduction (if under x amount of time) doesn't appear to have any effect
- Reducing Extrusion Temperature doesn't appear to have any effect


And then there's ones that have me confused.
- Retraction - increasing the number of retractions seems to make it worse.
- Turning off Coasting and Wiping looks like it may have made it slightly better?

Any thoughts as to what might be going on? I know each bit is a very small area to print on, but it's making it very difficult to print this and other mechanical parts that are delicate to print.

I am going to guess here and say keep lowering the temp. I have some small parts with posts that string real bad in-between the posts. I kept lowering the temp, I'm using PLA, until it stopped. A 5 degree change back up was enough to start the stringing again. I mention stringing because I was also getting those blobs along with the stringing. Don't know if it will help but just looked kind of the same.

Looks like you need to work on your retraction settings to me
