Retraction doesn't seem to work when moving from support

I have a couple sections on my print that when the extruder moves from support material to the main print it is leaving tons of strings behind, but in places where the head moves over open area from main print to main print the retraction is awesome. I am not sure what is going on.

I've had exactly the same issue for a long, long time:

I've been able to minimise it by fine tuning the settings.....but never eliminate it completely.
