Perimiter outline inside-out doesn't always do so

I have my outline direction set to inside-out. When printing a double wall funnel, it seems to alternate on each layer between inside-out and outside-in. In some layers, it continuously does outside-in, and you'll see patterns in the outer wall from this. Is this a bug?

hmm i cant say i have ever seen that behavior. i have mine set to outside in and it does exactly that every time. i have not noticed on a funnel shape. does your do it on anything or just a shape like that?

So far, it seems to be on just this shape. But, I wouldn't be surprised if it happens on others. I've attached the stl if you have some time to try it out.
