Similar to first-layer settings, but for top layers. Speed setting mostly, maybe extrusion modifiers.
I make almost all my prints 100% infilled, and FAST so they look pretty rough. Simple modifier for speed where ever the top-layers are put would be soooo very awasum. It would "clean up" the rough look from the speed with 2-3 top layers.

You can use the "Solid infill underspeed". That changes the speed of the top and bottom solid layers.
