How to implement Z-hop without first layer issues?

Hello,

I'm trying to implement Z-hop when moving across other the model so it doesn't drag. However, when I enable retraction vertical lift, it applies all of the z-hoppery to my first layer and makes it start printing at 1.2mm in the sky. If I disable the retraction vertical life, it prints the raft just fine at .4mm (still very high, but I adjust the first layer height to get it proper)

So my question here is how do I enable z hop and still have a raft?

Is there another setting somewhere that I can use to enable Z hop or prevent the extruder from dragging across the surface?

I've enabled avoid crossing outlines with a value of 3 but I still hear a lot of dragging and scraping during printing.
