an't get the few layers printing correctly

Hi guys. I have been struggling with getting first few layers to print correctly.

Pls see the pics.

I use layer height 2.2 setting and printing raft and support.
Somehow I just can not get the first few layers right. There is always gaps and not smooth.
I also include the pic of the top print which is ok.

Other setting I use is top and bottom layers setting set to 4 layers with 15% fill.
Temp 230 deg C and bed is 120deg C

Any suggestions is greatly appreciated.
