Support material sliced to start mid-air

I'm printing with support material (PVA) which doesn't stick well to my primary (PLA). I find it works best when I purposely create an overhang so that the support material prints on Layer 1 and binds to the bed adhesive. That said, the overhang isn't great as I have to manually cut out after. When I slice my part without the overhand, you can see the support material starts print mid-air (see attachment) when I set my Extra Inflation Distance to 1.0mm so it extends beyond my part.

Is this a bug with how the slicer works and is there any way to get the slicer to ensure the support material starts from Layer 1 upward?
