First layer speed should have no relation to whatever speed the following layers are printed at.
For me, I like it as a percentage because it lets me "eyeball" the situation. For instance, if my printer traditionally prints at 3600 mm/min, I know that speed pretty well because I've seen it do that speed a million times. However, if I also know that I want my first layer to be half as fast, I can just type in 50%. I do see your point though, that you want it to be fixed, that makes a lot of sense as well.
