First Layer Extrusion width

I have a problem with the first layer extrusion width not effecting the print.

My understanding is that it is a percentage modifier for the width of the extrusion for the first layer contacting the bed.

First layer height has the desired effect when using a raft or not. First layer width only makes a difference when printing without a raft.

Attached images are 50% and 300% without a raft and with a raft.

Does anyone know if this is a bug or is it working as intended?

EDIT: cant attach image of 300% with raft but it is the same.
EDIT 2: I checked the Gcode file to see if it is just a graphical error and both files are the same for 50% and 300% width with a raft.
