Small Structure Quality Issue

Hello. I've been trying to dial in my PETG retraction settings on my Cartesian Duet wifi based printer. I've managed to get little to no stringing on the basic retraction test. However, the quality is terrible. I tightened up my belts, recalibrated my extruder, played with the slicer settings. Can't seem to crack this issue. Attached to this post is my Simplify3D profile and a picture of the issue. Any help would be greatly appreciated! Thanks!
