We are actually seeing this issue across the bed in different areas anytime we use a brim--and only on the brim, not on the bottom layer of the actual part. We clean the bed every few parts.
Hmm... interesting. I've experienced this on a bed that was too cold or still heating up. Obvious fix there was to with for proper pre-heat.
The other thought could be to increase the first layer height and width for better adhesion... Though if its not affecting the first layer of the print, I wouldn't worry too much.
