I'm printing PETG at 80 mm/s... without the problem.

Considering the picture my 1st guess would be a little bit underextrusion.
Beginning with PETG a long tiome ago I had some similar problems.

What I would try here is...
- increasing /correcting the extrusion-multiplier
(here is a working guide https://help.prusa3d.com/article/d9j1xd ... alibration)
- slowing down the speed for the top layer a bit.
- less cooling, especially those tiny "bridges of the 1st top layer tend to tear from the nozzle
and stand up like brush with to much cooling.
