Looking into this more, it appears my issue is similar to the topic, "Top Layer has not enough overlap over the Infill"

At least the results seem similar.
If so, this is an S3D bug that has remained since since 2015.
I may try and contact S3D directly, but realistically a bug that is five years old has become a feature.
