Obviously, but I went through every setting on every tab to see if there was anything out of sync. they're as close as they can possible get given the inherent difference in the software.
Which may be the problem. Temperatures, physical dimensions, etc will translate between the packages....but things like Extrusion multiplier (note I'm not sure if Cura has such a parameter, but I hope you get the point!) may not translate directly as they will be used and handled differently by the code in the slicer software.

I've had a look and can't see much wrong.
I would say without doing any trials (my printer is que'd up for days) that you might try and lower the filament diameter. this will force extra to be extruded but doesn't include it into the calculations regarding the line widths.
I am not sure why your extrusion multiplier is so high but guessing you are just smashing it to try and get it to work (sort of thing i'd do) also put the extrusion width back to manual 0.4.

Per a suggestion else where I decreased the the filament thickness setting... This resulted in the problem actually getting worse.
Thinking about this I set the filament size back to 1.75 and the extrusion multiplier back to .9 and dropped the printing speed way down to about 1500 mm/min (from the original setting of 3600 that S3D profile uses for this printer) and I got a perfect print out of it.
It seems that S3D was simply extruding at a rate higher than what the hot end could keep up with and as a result the filament would slip causing it to extrude about 1/4th what it should have been this also explains why increasing the extrusion multiplier didn't help either. Despite having the same basic print speed settings I'd suspect that something about the way cura calculates it's extrusion speed ends up being slower than S3D.
I disassembled the extruder and hot end to see if there was anything slowing it down, while there was some plastic in the hobbed gear teeth from the slippage, cleaning it out didn't change anything and I didn't see anything else that would slow down or obstruct extrusion. I'll have to play around to see what the limit is before the extruder starts slipping but for now the issue is resolved. I'll just print slower and look into getting a extruder/hot end setup that can handle higher extrusion speeds.

Despite having the same basic print speed settings I'd suspect that something about the way cura calculates it's extrusion speed ends up being slower than S3D.
I did say that settings for Cura wouldn't transfer to S3d, didn't I?

The speed settings transferred fine, what it did with them was how it differed... In any case talking about the transfer of settings had nothing to do with the problem or finding it's solution. The only reason I even mentioned Cura was to show that I had clearly ruled out a hardware problem (since a different software package was able to produce a viable print on the the same hardware).
