Speed setting not limiting speed

Seemingly regardless of how I limit my speed settings Simplify3d still forces the highest overhang area to print much too quickly. It seems my CR-10S doesn't want to put out Hatchbox PLA that quickly but I don't know how else to limit speed in the slicer.
Bonus question, anyone have a fix for the seam pictured in the last photo?
Any help is greatly appreciated!

Right, but how do I make that seam smaller? What are the best settings to do so?
If you can share what you know I'd be greatful, although I am currently more concerned about being unable to control the speed.

Welcome to the Simplify3D forum. I think I may be able to help. Can you attach the images that you were referencing in your first post? Also, if you attach the factory file, it should be much easier to diagnose why the speed is not getting decreased.

Absolutely! In the first included picture you can see the bottom area of the rabbit is not consistent with the rest, which correlates with the increased speed S3d is printing that area at. My changes under the Speeds tab don't seem to have limited S3d's decision to print quickly in that area.

Thanks for the image and factory file. The bridging speed multiplier in the "Other" tab is set to 140%. Decreasing this speed multiplier or turning off "Apply Bridging To Perimeters" will have more regular speeds applied to this area.

The bad printing on the bottom of your print is primarily due to there being no support for the printing of the perimeters...which you can see have drooped at more than one point in your photo.
Bridging is not going to any help whatsoever. Bridges do what the say "on the tin" ..they bridge between two fixed points. Having bridging to fresh air doesn't work!
Enable supports and using the Customise Support Structure tool/window, auto-generate supports and then add/delete supports so that you get a good support area under the head covering the area on your existing print that has a bad finish. Set the support as appx 40% and add one top support layer of 100%
