Scars/Overextrusion/Moisture Issue

Hi,
Thus far I've been loving the features for simplify3d. I just switched over from Cura. On my prints I am having a consistent issue that I think may be linked to overextrusion or moisture in the material, but I am no expert so I can't be sure. I am getting some bubbles or scars and bad layer adhesion (parts keep separating in certain places) I've attached the settings I use. Any help would absolutely be appreciated. Cheers!
Bed temperature 60, extruder 205, fan off for first layer, on 100% for rest. 70mm/s extrusion and 100mm/s travel.
