Missing material at beginning of perimeter.

Seems like filament is not primed and ready when it comes to printing the perimeter.
There should be two perimeter layers neither have printed.
Retraction set to 4mm even does it when retraction off.
The section in the middle which looks good has the same effect on the other face.
The top section is 45mm long before filament catches up and prints correctly.
