I'm using Creator 1.1.1 and I have the slicer set to 3 solid layers at the bottom and 3 solid layers at the top and Ive used 25% to 60% infill - the items print with the solid layers at the bottom but not on top - is there some setting like infill % that overrides the solid layers at the top?
I tested the files you posted and I think it might be a bit of an illusion based on the tube width versus the extrusion width. For example, if you change the outline perimeters to 1 or 2 (versus the default of 3), I think you will see that the correct filling patterns are being used. You could also try reducing the minimum infill length from 5mm to 1-2mm to ensure that no small infill segments are being ignored (although generally you want this left between 5-10mm as it creates much improved prints in some scenarios).
If you're still seeing problems after trying these ideas, please post your corresponding FFF file so we can investigate further
I'm having a similar issue. I tried your suggestion and it's not filling in a 2mm wall - note the hollow circular feature - at minimum I'd like to see a inner wall filling it in if infill isnt an option due to the thinness of the part.
Any furthur suggestions?

With your settings it wants to put 4 lines with the number of walls set to 2, but it cant fit 4 in there so it drops the 2 inner. It could be possibly fixed with increasing your first layer height to 100% or more. When the first layer height % is lowered it spreads out the infill and can cause the problem you are having. If you are not set on 2 walls for thickness you can also reduce the number so in has an infill rather than a perimeter style.
