Resizing models? (Object Scaling issue)

I know how to scale the models, although on some models the scaling is 1.0 (easy to scale say 10% would be 0.9.... easy yes) but some models I have are a weird scale when I click into them. Such as this one model I have is 25.4 scale (in order for me to figure out say 10% I would have to multiply 25.4 x .1 to give me the number, this in my eyes in a nuisance.... why aren't these models showing as 1.0 scale??

The only time I've seen this happen is when I import a tiny object. You should get a pop-up window that looks like the image I attached. You could hit no, but most likely your object will be tiny.

There are no units attached to the STL file, so when Simplify3D detects the object to appear too small and you hit yes to the prompt, it will scale up 25.4 to convert inches to mm (25.4mm in an inch).

Hmm i dont think I get that popup anymore, is there a way to enable them again?

Im still having this problem, Can anyone tell me how to enable this popup or convert to MM in the software? thanks!
