Slow Extruder Acceleration

When I start a print, it prints the skirt fine, but when it starts the main print it double prints the first layer and does a wire slow to fast acceleration with the motor.

Attached is my fff file.

I would like to remove this extra print layer on the bottom and not have it have this odd acceleration.
