Extrusion width - how does it work?

How does changing the extrusion width effect the extrusion rate? The help bubble that pops up says:
The desired single-outline width of the plastic extrusion
What I'm really wondering;

If I have a .3mm nozzle, and set this to 0.30mm - will S3D attempt to achieve a .3mm wide line, by extruding less? Or does S3D simply assume that the width is .3mm?

Yes, the software will linearly adjust the extrusion rate to compensate for a smaller width.

Excellent! That's what it appeared to be doing, but wanted to check as I have a process that uses a .3mm nozzle and a .3mm perimeter width.
