Need help with setup

Hello,

I'm trying to print very thin one and two perimeter skins, but I keep getting these oozing thick strips of plastic, like spider arms. See picture.

Other than under extrusion, is there any setting I should play with?

I tried "Extra Retraction Distance" and then "Coasting Distance" but I had very little improvement.
