"Adjust printing speed for layers below" and retraction causing stringing

It appears that the "Adjust printing speed for layers below" setting also effects retraction speed. I experimented with printing with this setting turned on and off on small island parts. While watching the extruder, it was clear that the retraction speed slowed down proportional to the speed reduction for the setting. This created significant stringing while the rest of the non-slowed print had no stringing.

My normal retraction settings on my Ender 3 V2 are 6.5 mm @40mm/sec, which eliminates all stringing. As soon as I hit a layer that needs to be slowed down, my retraction speed drops to 20mm/sec, too slow to prevent stringing.

Has anyone else run into this situation? Is there a way to de-couple the retraction speed from the "Adjust printing speed for layers below" setting?

Can you attach your factory file? It will be helpful to see all of the retraction settings you have enabled/disabled and how they directly effect your resulting gcode.

Hey, you know I think that I have seen that too. I didn't realize what I was seeing at the time, but thinking back... There is a distinct difference in the sound that the extruder makes at different stepper rates.

On a related note, I am "replaying" some prints that I did when I noticed that the retract and the return rates were different. IOW, The retract was faster than the filament return was. CURA allows you to set both independently if you wish, S3D does not, but apparently DOES do them at different rates, sometimes.
