looks like very rough sandpaper on the sides

I have got a really strange print yesturday.
attatched is 2 picures, one is completley ok, the nex one is horrible.
basically same settings, 5 deg difference.
as we can see it looks like a very rough sand paper, blobs are ca 2 mm.
anyone who have seen this?
