WHY is my raft printing so SLOWLY???

This program is just driving me insane. I have changed ALL my speed settings to 100%, yet my raft is printing ridiculously slow. WHY??? Please see attached pic.

As far as I can tell the raft is printed at 75% of the default printing speed (and if 1st layer speed = 100%). 1125mm/min = 18.75mm/s in your case.
Can you confirm this, does raft speed go up to 2250mm/min = 37.5mm/s if you set your default printing speed to 3000mm/min = 50mm/s?
What's the raft speed/feed rate in the gcode created, did you check that?
