DIagnosing lack of retraction problem

I am printing a rocket fin can. the bottom trailing edge is too much of an overhang so I added my own manual support edge for the model so there is a small gap between the added support and the prime model.

First. S3D is ignoring my command to stay within the outline of the model. I THINK I know why its doing this. the support is technically detached from the model prime. so there is an airgap their IE an island. so technically it MUST leave the outline of the model to jump from one island to another island in the model. This I understand. Side problem. WHY move to the furthest away point in the model instead of the closest? ALSO why does it obey the stay within outline for SOME of the gap but not ALL of the gap? what is the difference here?

On to the primary problem. as you can see in the picture 2 "travel move webs" are created in the slice. the one to the right is the problem. when it makes that travel move from right to bottom left IS DOES NOT RETRACT. why? this is creating a extrusion web between the parts (of course its not retracting)

When it jumps the gap from bottom left to top left fin is PROPERLY retracts as it should. Why is it refusing to retracts on the right travel movement gap jump?

This improper (bug?) refusal to retract when commanded to retract is breaking the print.

NOTE this model has THIN sections so if you slice it yourself you must set thin to ALL and ALL and 100% and horizontal compensation to 0.2mm then it will slice the entire mode. all files attached
