Failing prints from the start

I am getting prints that are failing from the start. Its almost as if there is no filament coming out or VERY little. I tried cleaing the extruder head and just putting a new one on also. I was printing a large piece and got this issue after the raft had finished but the raft also looked bad. Now im getting it from the start of the print on the base layer. Anyone know what this might be? I attached are pictures of the last failed print. This is the XYZ calibration cube.

My first thought would be that the nozzle is too close to the build plate. However, if you're having this issue on top of a raft you may have issues with extrusion multiplier that need to be resolved.
