First layer slicing issue when rescaling

I'm running into a strange slicing issue and I'm having trouble figuring out what is going on. When I reduce the scale of this model the first layer no longer prints completely. Take a look at the attached screenshots, showing rescaled model on top (60% with uniform scaling) with the original on the bottom. As you can see only parts of the first layer are printed with the rescaled model, whereas the original size version slices properly. The actual print does the same thing, so this is not just a cosmetic issue. I tested slicing this STL with different software and it did not exhibit this issue.

For the benefit of others that encounter this, I was able to resolve the issue by decreasing my first layer width.
