Vary fan speed based on layer time

Hi everyone,
I'm new here. Straight to the topic. I am trying to set fan speed based on layer time for each layer.
For example,
when layer time between 12∼11 seconds, set fan speed to 10%;
When layer time between 11∼10 seconds, set fan speed to 20%;
When layer time between 10∼9 seconds, set fan speed to 30%;
......
When layer time smaller than 2 seconds, set fan speed to 100%;
Basically, this is the same idea as slow print speed to [x]% when layer time lower than [y]. Use more fan instead of slowing the print speed down. So that the printer do not has to wait for more than 10+ seconds for each layer on thin pole features. This will speeds up total print time by a lot. Maybe even better print if the pole is really thin, like small than 3mm in diameter.
Is there any way to achieve this with simplify3D or with Klipper?
