How do I prevent the fan from starting for the first X layers?

Click "Edit Process Settings", go to the Fans tab, then add a setpoint at layer 1 with a value of 0%. This tells the fan to start turned off. Then add another setpoint for whatever layer you want it to turn on. For example, layer 15 with a value of 100%.
