Is anyone able to slice one of these https://www.printables.com/model/59206/files and see if the numbers are fully printed?
Any settings that I try I can't get the numbers to be completely printed. I am using 0.4 with 0.15 height, and adaptive layer heights enabled.

Any suggestions of settings on v5 to make it work properly for such detail?

In Advanced, change External Thin Wall Type from Allow Single Extrusions to Perimeters Only.

What printer are you using? Do you know what extrusion width value you have set on the Extruders tab?
