Are you using the "grid" infill pattern by chance? That pattern prints many overlapping infill lines, which means that the extra overlapping plastic will typically need to spread out. The lines have some space between them to allow the plastic to spread out without overflowing.

To say it differently, the infill percentage is based on the amount of plastic extruded in a given layer. If you use infill patterns that already have some overlap between different lines, then if there were no gaps between any of the lines, there would be no place for this extra plastic to go and it would create very poor print quality.

Note that this behavior is the same as V4, so there are no changes there.

I have always preferred setting bottom layers to 9999 to make a solid part, although it seems V5 limits to and bottom layers to 999, so as long as your part isn’t real large…
