This bracelet (http://www.thingiverse.com/thing:290804) description says "Output is a solid model intended to be printed with no infill and no top or bottom layers." Any idea how this can be done with Simplify3D or any other software?

Top Solid Layers = 0
Bottom Solid Layers = 0
Optionally check "Single outline corkscrew printing mode"

All of the above are in the "Layer" tab of your process settings.
