BUG: Cooling Speed Reduction Affects First Layer Speed

The value "Allow speed reductions down to" in the "Cooling" tab doesn't just affect cooling operations. This is also affecting the settings I set for "First Layer Speed" in the "Layer" tab. This is either a bug or very strange unexpected behavior.

For example, I usually print without a raft. To achieve this I print my first layer with "First Layer Height" at 200%, "First Layer Width" at 200%, and "First Layer Speed" at 10%. This usually works great UNLESS I change the value in the "Cooling" tab for "Allow speed reductions down to" to a value higher than 10%, such as 50%. Now, my first layer will print at a minimum speed of 50%, and not the 10% speed I specified, and of course the printer can't print the first layer at such a speed so the print fails. If I need the speed reduction to be only 50% for cooling, how can I get the first layer to print at 10%? The cooling setting is limiting what I can use for my first layer.

This is not how I expect this to work. "Allow speed reductions down to" should not affect "First Layer Speed". The "First Layer Speed" value has nothing to do with cooling, but it is being limited the value in "Allow speed reductions down to".

I have noticed this in version 2.2.2. I don't know if this "BUG" exists in previous versions or not.
