Begining layers look weird.

I can use both pa and abs and the first 25 or so layers look bad. then the rest of the model looks excellent. Im printing with default settings for bot pla and abs on a creator pro. i can use both left or right prints the same. switched to a glass bed still same. bed temp 50 to 60c .same. I have not installed a fan at the nozzles yet but i can.I have tried a skirt 2 layers high and a raft say issue.Any tips.would help. maybe plastic expansion? i did notice while it was printing that the outside layers were a little higher than the inside . kinda like the layers were growing and touching the nozzle, causing it to look different .

This is from overhang curling and is seen mostly with bases that have a spherical shape. The heat from both the extruder and the bed cause the overhangs to curl upwards. I would try printing with your heated bed off, print slower, and if you have a cooling fan, throw that bad boy on full blast. You may or may not see an improvement.

I've not had problems printing with my bed at 110C

ABS (I'm assuming since your bed is 110C) handles overhangs (from my experience at least) better than PLA, and with ABS you actually want to print with warmer ambient temperature, whereas PLA has a better time with cooler ambient temps
