Skirt Flow rate is too high causing Heater fault

Hi, I have limited the maximum extruder flow rate to 24 mm^3/sec. I have the speeds set at 10mm/sec.
The skirt around this cube prints at flow rates closer to 40 mm^3/sec causing my heater to throw a fault at the beginning of the print. When I remove the skirt, the fault is gone and the print proceeds as normal.
What affects the skirt flow rate? I have tried creating a single process with one layer that has the skirt but even reducing the speeds does not result in reduced flows for the skirt.
