last process for some reason first two layers have no infill???? why??

when i slice that process by itself the first layer is perimeters only which is still wrong.

Suggestions?

This is caused by the process at that height having Single Outline corkscrew printing mode (vase mode) enabled. Simply disable that and it should be fixed!
