Help with settings?

I printed these parts for the Tardis Transformer Toy V2 on thingiverse.

I have used pretty much the default settings

Layer height: 0.2mm
Nozzle Temp: 190
Bed Temp: 68 (with glass coated in hairspray)
Fan cooling on
Ultimaker 4043 PLA (1.75 mm)
Nozzle width: 0.5mm
Adjustment factor 0.98
Printer: Reprappro Tri-color Mendel

I ran the same parts with the same major settings under slic3r. I left everything else as defaults.

The leading edge of the slope is curling up as it prints even though it does have a fan mounted behind the hot end. Obviously it needs to cool more but I don't know if I may be pushing out too much filament. To me, it would be more likely to droop if the amount of filament was correct but I don't have enough experience yet.

Lower in the print the edge is quite rubbery and it flexes as the hot end goes over it. Then it starts to harden and the print head starts catching on the "bump", this causes the whole layer to shift.

Any suggestions?

I've had this problem on numerous prints in all the programs. I think this tends to be some sort of mismatch between speed and cooling - running the PLA a bit warm and then not cooling it fast enough. (Mine doesn't have a fan cooling the extrusion).

But if someone has an exact answer I'd love to hear it! I've lost at least 5-10 calibration frogs from this error!

*Edit - I'm going to look around and see if other forums and online places have an answer. This is actually in my top 3 causes of print failures (the other two being bed adhesion and something I don't remember from when I started this statement lol - Um 3rd one... Rick Perry?). I'll post if I find anything, please chime in if someone finds an answer!
