Top layer not printing correctly

Hi,

Printer: Ultimaker 2
Material: Ultimaker Blue PLA (came with printer)


I am new to Simplify3D and 3D printing in general, and am running into a big issue with printing this model from Simplify. The models start out looking like a clean print, but the top layer gets ruined every time. It looks unfinished, like it's some kind of filler layer. (I don't know how the underlying layers printed but they seem pretty good in comparison.)
The reason I think this is a Simplify3D issue is because the model prints fine from Cura!

I have tried this with default settings (by selecting a different printer then returning to the Ultimaker 2, quality set to high), with no luck.

I thought maybe the "layer" setting would hold a key to this. Here is what I had:

Using the FFF file attached, I got the following print on an UM 2 using PLA. To import this FFF file, you would just go to the process settings and click Import and then import this file. **Also, make sure to switch to the PLA-Preconfigure**
