I have some parts that have sections that have small openings, 3mm and tight turns and I am running into issues that the filament wont stick well there if I have the print speed set to normal for the rest of the part.

Is there anyway to define print speeds for certain sections of a part or maybe based on radius or something?

I don't think so. I would suggest reducing your "outline underspeed" so that the outlines print slower.
