Win 8.1 install problem

I'm trying to install on a Win 8.1 laptop, that apparently has some oddball security setting that I can't find. When attempting to install, after putting in my software key, it says it cannot connect, and the install fails. The laptop can connect easily - I downloaded the install, it just won't let the install program connect. From the control panel, there is a list of programs and their permissions, local only or outside connections allowed/disallowed. But since S3D isn't installed, it's not on the list. And there's apparently no way to add the install program to the list. FWIW, I also can't install Repetier Host, as part of it's install it unconditionally checks for updates, so it can't connect or install either. I'm stumped.

this really sounds like a firewall/virus software problem. disable all your virus software and windows firewall, defender and all that stuff. if still nothing then go into user account control and security. disable all that stuff. when its done be sure to turn it all back on.
