innerl layer and external layers in same direction?

I started printing some parts fast light with 2 top, bottom and outline layers and with 25% infill all layers are rectilinear at 45 and -45 degrees.
The sliced output has the last outer layer (layer 2) and the first inner layer (layer 3) in the same direction which is not so bad
BUT
At the top the last inner layer (layer N) and the first outer layer (layer N+1) are also in the same direction which is bad as the layer N+1 mostly falls into layer N
Whats Am I Doing Wrong?

I don't follow... Can you post a screenshot? And also a factory file (File > Save Factory File)

- Slicer Layer 2 and 3
Here is a picture of output from slic3r that shows layer 2 (solid layer) orthogonal (at right angles ) to layer 3 (inner layer at 25%)

You can control the directions that are used for the infill. So if you would rather have the -45 degree angle printed first, then just click "edit process settings", go to the Infill tab, and on the right side change the infill angles to -45, +45 instead of +45, -45.

I tried it and it works of course.
BUT Why is the order important and why does this work with 2 or 3 solid layers?
