Tool Change by Layer

Increasing the scope of the [newtool], [oldtool] and {if oldtool}, {if newtool} placeholders to the layer change script would allow color or material dithering by layer.
When using transparent PETG, the effect is pretty cool--one could have 2 colors loaded and effectively mix(its not really mixing, but dithering) to create a third.
