Does the Minimum Infill Length work for 100%

Hello,

Just wanted to know if you set your infill percentage to 100%, does that override the Minimum Infill length?

In other words, when set at 100% infill, will it infill everything

No. It still works and will prevent very tiny infill sections inside the part if they are less than the min infill length. However, note that your outer solid layers do not count as infill, so it obviously won't prevent any of those layers from printing. It's just for the infill inside the model that you can't see.

If you don't want the min infill length to be applied, then just set it to zero
