Lulzbot Mini - Z-Offset not working. Extruder too close.

Hi, first time posting here. I'm still a 3D Printing and S3D amateur. I'm having problems with my Lulzbot Mini.
The extruder is printing right against the bed and no filament can come out. It seems like an obvious Z-Offset problem to me, but in the S3D G-code tab, adjusting the Z-Offset does nothing to the print. I've toggled 'Apply toolhead offsets' multiple times and it doesn't help. When I run thePrint Bed Leveling Wizard, it fixes the problem for one print and then it will go back to the old problem on the very next. It's frustrating running the Bed Leveling Wizard after every print.
There are also numerous scrapes and dents in the Print Bed from the Extruder grinding into it. It's a real issue. The Z Offset is sitting at .7mm right now, obviously way too high, it still does nothing to the extruder.
The G-Code is default and untouched.
I've read some troubleshooting posts and people say they adjusted their Z-offset Screw. I don't think my Lulzbot Mini has one of those.
I can provide more specific details if you need them. Any advice is much appreciated.

Well if you were looking for confirmation, yes, it sounds like you need to fix the position of the nozzle :D

Just so you know, the z-axis gcode offset in the software will move all of the coordinates for the print, but it won't change any coordinates that you have hard-coded into your starting script. So if you're changing the z-axis offset but it's still moving at the same height, then it's probably doing something that's hard-coded in your starting script. Because the z-axis offset definitely has an effect for the rest of the print.
