Fan Overrides don't respect Per-Layer Fan Controls

Issue I'm having is: For example, I don't want my cooling fan to turn on, no matter what, until layer 4. So in Per-Layer Fan Controls I set layer 1 to 0 , and set layer 4 to say, 25%.
In my Fan Overrides section, I have both options checked.

My expectation would be that the Fan Overrides would modify the behaviors defined by the Per-Layer Fan Controls. But this isn't the case: The fans will be off for layer 1. But on Layer 2, if it has a small print time, the fans will kick on based on the Fan Overrides section.

So to get around this, I need to make two processes, and in the first completely eliminates the Fan Overrides. Which works, but is annoying since I basically need to do this for any profile I want this behavior on. Which is most.

So my request would be to have the Per-Layer Fan Controls be the primary and the Fan Overrides be the secondary, not the other way around, which is how it currently appears to be.
