Printing cylinder with supports comes out messy

Hi all, first post.

I'm having trouble printing a cylinder so that it comes out fine. It has supports, but where the supports link up to the cylinder, there is a rough pattern and it prints poorly.

I am using a Wanhao Duplicator i3 with PLA filament.

Here are my Simplify3D settings:

Extruder Overview:
Nozzle Diameter: 0.35mm
Extrusion Multiplier: 0.95mm
Extrusion Width: 0.42mm

Ooze Control:
Retraction Distance: 2mm
Retraction Speed: 3800mm/min

Layer Settings:
Primary Layer Height: 0.15mm
Top Solid Layers: 3
Bottom Solid Layers: 3
Outline/Perimeter Shells: 2

First Layer Settings:
First Layer Height: 90%
First Layer Width: 100%
First Layer Speed: 35%

Infill General:
Internal Fill Pattern: Grid
External Fill Pattern: Rectilinear
Interior Fill Percentage: 20%
Outline Overlap: 15%
Infill Extrusion Width: 100%
Minimum Infill Length: 5mm

Support Material Generation:
Support Infill Percentage: 30%
Extra Inflation Distance: 0mm
Dense Support Layers: 0

Separation From Part:
Horizontal Offset From Part: 0.3mm
Upper Vertical Separation Layers: 1
Lower Vertical Separation Layers: 1

Automatic Placement:
Support Type: Normal
Support Pillar Resolution: 4mm
