Controlling the speed of print for object with a Raft

Hey I am using a raft to print and would like to slow down the print speed of the first layer of the "object" that sits atop the raft. I would also like to make each strand a bit wider too.
Another thing that I have noticed is that the printer flies on the first layer of the object. I mean flies. It is much faster than the second layer of the object.

I've the exact opposite issue.
My printer slows down to 50-60 mm/minute on the first few raft layers.
It needs 15-20 minutes for the raft.
Print speed set to around 50/SECOND and raft slowdown to 30% (it prints at 2-3% in reality)
Something is wrong in S3D related to rafts and speed or there must be a crazy setting somewhere I could not find.

I have figured something out, I think. Simplify must speed up that first layer of the object in order for it to not stick to the top of the raft. I mean it hauls ass on that first layer and then goes to normal on the 2nd layer. It works but it would be nice if it were smoother.
