Solid infill isn't solid

I am having some significant issues with Simplify3d on my printer trying to print parts for a custom job. Running the same part through Repetier host nets a perfect print every single time. I have not check marked the solid diaphragm, simply because I should not have to do this to create a solid part, this seems like a work around to force the software to do something it's not doing properly. What am I missing here?
This is creating an issue where ABS/PLA seems to be under extruding; however, every test indicates it isn't. This causes a significant issue in printing with Taulman 645, since I am trying to print a solid part.
Printer: Delta
Hotend: E3D v6
Extruder: Bondtech
Results of Extruding 100MM = 100.3MM
Infill Tried: Triangular/Honeycomb
Nozzle Diameter: .4
Extrusion Width .48 (manual)
Extrusion Multiplier: 1
Retraction: 1
Layer Height (tried .3/.2/.1)
First Layer Height: 101
First Layer Width: 100
Infill Pattern: Tried multiple
Interior Fill Percentage: 100
Outline Overlap: 15
Infill Extrusion Width: 150/200 (tried multiple)
Minimum Infill Length: 1mm
Include solid Diaphragm every 1 layer (NOT checked)
