Part Prints Raft doesn't bind together

Hi All,
Tuning my Printer. Dialed the extrusion multiplier back off. .9 multiplier part is printing to the correct thickness. So now the Raft does not Cohere. It sticks to the plate (Adhere) but not to itself (Cohere). The Raft sticks very good to the part, so good that the raft will not break off, you must sand the raft material off the part, with a belt sander.

Help please, do I need to have different Multipliers for the Raft and the Part? If so where or how is that done?

I believe the raft uses the same extrusion multiplier that the part does. If you're over-extruding for the part, you would be over-extruding for the raft as well, so you would want to adjust them together.

So Crank the multiplier back up until the raft sticks together and live with the part output being thicker??

I've had the raft fall apart before - I think it was with PETG (I rarely run a raft on PETG).
I kept the fan off until the second part layer on top of the raft. That solved my issue.

if you want different multipliers for the raft and the part, can you not just make the raft in a separate process with one multiplier, and the part in a second process with a different multiplier?
